AI on WhatsApp: the 2026 rules

In January 2026, WhatsApp stopped general-purpose AI chatbots like ChatGPT from running on its business platform. AI that serves your own customers is still allowed, if you follow a few rules. Here they are.

What changed in January 2026

In October 2025, Meta added a section on “AI providers” to the WhatsApp Business Solution Terms, the rules for the WhatsApp Business Platform (often called the WhatsApp API). Since 15 January 2026, companies whose main product is a general-purpose AI assistant can no longer offer it through WhatsApp. OpenAI, Perplexity and Microsoft said their WhatsApp chatbots would stop working, TechCrunch reported.

The rule turns on one question: is AI the product, or part of a service? Meta’s own example is a travel company running a customer service bot, which is not affected.

Meta later exempted users in Brazil and Italy after competition regulators stepped in (TechCrunch). That changes nothing for a business serving its own customers.

What it means for your business

If your AI answers your customers about your products, books appointments, sends updates and hands over to your team, that is the use Meta says the platform is for. Its spokesperson described the API’s purpose as helping businesses give customer support and send relevant updates.

What you can’t do is turn your business number into a general chatbot that answers anything for anyone.

The rules every AI agent on WhatsApp must follow

These come from WhatsApp’s Business Messaging Policy, and they apply whether a person or an AI is typing.

  1. Opt-in first. You may message people only if they have given you their number and agreed to receive messages from you. When a customer messages you first, you can reply freely for 24 hours.
  2. A clear way to a person. Automation is allowed, but you must offer “prompt, clear, and direct escalation paths”, such as a handover to a person in the chat, a phone number or an email address.
  3. Stop when asked. If someone asks you to stop, on WhatsApp or anywhere else, you must stop and remove them from your list.

Two more are good practice: tell customers they’re talking to an assistant, and keep your business profile complete and verified. In Meta’s 2026 consumer study, 79% of people said they need proof a business is legitimate before they engage with it.

What WhatsApp charges in 2026

Since 1 July 2025, Meta has charged per message instead of per conversation (Meta). What you pay depends on who starts the chat and what kind of message you send.

Message Cost
Your replies within 24 hours of the customer’s last message Free
Utility templates, such as a booking confirmation, sent inside that 24-hour window Free
Utility templates sent after the window has closed, such as a reminder the day before Charged per message
Marketing templates, such as offers and newsletters Always charged
Authentication templates (one-time codes) Charged per message
Every message for 72 hours after a customer reaches you from a Click to WhatsApp ad or a Facebook Page button, if you reply within 24 hours Free

Since 1 April 2026, new WhatsApp business accounts can be billed in dirhams; an existing account’s currency can’t be changed. Prices change only on 1 January, 1 April, 1 July and 1 October, and the UAE’s marketing rate went up on 1 October 2025, so check Meta’s rate card before you plan a campaign.

For a front desk, this works in your favour. Most of its work is replying to customers who wrote first, and those replies are free. The costs come from messages you start: reminders after the window has closed, follow-ups and campaigns.

How many people you can message

Limits apply only to messages you start outside a 24-hour window. A new business portfolio can reach 250 people in a rolling 24 hours. To move up to 2,000, you verify your business or send 2,000 high-quality messages within 30 days, and Meta reviews your quality. From there, the limit rises automatically to 10,000, 100,000 and then unlimited while quality stays high. Since October 2025, one limit is shared by all the numbers in your business portfolio (Meta).

Before you switch an AI agent on

  • Use the official WhatsApp Business Platform, directly or through an approved partner, not an unofficial app.
  • Verify your business with Meta, so your messaging limit can grow.
  • Collect opt-in wherever customers give you their number: booking forms, your website and checkout.
  • Make the handover to a person obvious, and make sure someone is there to take it.
  • Tell customers they’re chatting with an assistant.
  • Keep service and marketing apart, and honour every opt-out.
